The Council Leader is one of Wiser's colleagues from before the Fall of the Beyond. Her name is known by few, as this is one of the ways she keeps herself safe from the perpetrator who decimated the other Messengers. She still keeps a close bond with Askelon but has come to see both Persephone and Wiser as the potential murderer of their fellow Messenger, Zipporah.

Ever since the death of her son and her aide, she has been especially strict with her followers.

Her position within the Messengers has made her a devout follower of the Grandmaster's teachings and equally as skeptical about those who wish to stray from his teachings.
